Efisiensi Fiskal dan Dampaknya terhadap Transfer Dana Daerah: Analisis Kebijakan Inpres No. 1 Tahun 2025

Kebijakan fiskal efisien berperan penting dalam menanggulangi kesenjangan antara wilayah di Indonesia melalui pengelolaan transfer dana. Artikel ini bertujuan untuk menganalisis dampak Instruksi Presiden No. 1 Tahun 2025 terhadap efisiensi fiskal serta pola transfer dana daerah. Penelitian ini menggunakan metodologi kualitatif dengan analisis data sekunder yang mencakup sumber resmi dan studi akademik dari Maret hingga April 2025. Hasil menunjukkan bahwa implementasi kebijakan ini mampu meningkatkan efisiensi penggunaan dana transfer, namun juga menimbulkan tantangan, seperti ketergantungan daerah pada transfer pusat dan disparitas kapasitas fiskal. Diskusi mengungkap bahwa meskipun dana transfer dapat merangsang pertumbuhan ekonomi, efektivitasnya sangat tergantung pada pengelolaan yang baik oleh daerah, yang diharapkan dapat memanfaatkan dana secara optimal untuk pembangunan lokal. Penelitian ini menyarankan bahwa perbaikan koordinasi antara pusat dan daerah, serta peningkatan kapasitas pengelolaan fiskal lokal, sangat penting untuk keberhasilan kebijakan ini. Kesimpulannya, untuk mencapai tujuan desentralisasi fiskal yang adil dan berkelanjutan, perlu upaya yang lebih terintegrasi dalam merancang kebijakan yang memperhatikan keadaan lokal dan mendorong inovasi pendapatan daerah, sehingga ketimpangan fiskal dapat diminimalisir dan pertumbuhan ekonomi dapat terjaga.
