Abstract
The development of the Islamic Religious Education (IRE) curriculum in elementary schools plays a strategic role in shaping students' character, morals, and spiritual values from an early age. This study aims to analyze the approaches, strategies, and challenges in developing the IRE curriculum at the elementary level, as well as to provide relevant recommendations for improving the quality of learning. A qualitative descriptive method was employed, using interviews, observations, and document analysis in several elementary schools. The findings indicate that the development of the IRE curriculum still faces various obstacles, such as limited resources, lack of teacher training, and misalignment between teaching materials and students' needs. Nevertheless, some schools have made innovative efforts to adapt the curriculum to local contexts and current developments by integrating character values and thematic approaches. The study recommends the involvement of multiple stakeholders, including teachers, parents, and government authorities, in the curriculum development process to ensure it is contextual, practical, and responsive to contemporary educational challenges
