Abstrak

The study is about the Marawi siege and the context in which Philippine Countering Violent Extremism and Terrorism policy and programs is perceived by the crucial stakeholders in Marawi City; namely: Ulama, NGO leaders, and LGU officials. Particularly, the study enquires the following: (1) What led to Marawi siege, its preconditions and triggering factors? (2) How did the government employ countering violent extremism and terrorism warfare during Marawi siege? (3) How did Meranao leaders view Philippine countering violent extremism and terrorism on Marawi siege? (4) What are the implications in the variation between Philippine countering violent extremism and terrorism with people’s perception on Marawi siege? It conducts both quantitative and qualitative methods of research identifying critical variables comprising both preconditions and triggering factors and the extent they are defined by both internal and external environments. These are framed along CVE and terrorism concepts and theories and how they reflect in Philippine experience during Marawi siege. With the impact of Marawi siege, there should be more lessons to be learned and old policy and strategy must change so that better ones could effectively address the challenges of CVE, terrorism and peace education.
